This deliverable of EU funded (under FP6 IST-3 program) tOSSad (towards Open Source Software adoption and dissemination) project includes the start-up roadmap report towards F/OSS adoption in national programs. Driving upon recent studies, findings of other related EU funded studies, and experiences from both governmental and non-governmental establishments, the report proposes methods, options, and criteria towards Free/Libre/Open Source Software (F/OSS) adoption in public institutions.
